NMM Can't Disable Plugin (mod)

So, NMM won't permanently disable plugins for me once a mod has been installed. Every time Fallout Launches it sets all the plugins to enabled again... If I run the launcher, THEN open NMM and disable a mod, THEN launch Fallout 4, the plugin will be disabled for that session. Next time I launch, unless I go through that same procedure, all plugins I wish OFF will return to being ON.

 

Any ideas?
