Because most settlements start with stuff that you actually don't want to scrap (because it's a huge waste of material). Or does scrapall only scrap junk items (the ones that are highlighted in yellow when you scroll over them). Personally I would like a button to scrap only all the 'yellow' items and one to scrap all the 'green' items (because you do want to scrap many of the green items in some settlements).
