I'm new to this too and had this question a couple of days ago so here I go:

WHAT TO WATCH:

This video is about changing textures, but the process is the same, except that you are using B.A.E to extract the sounds you want instead of the textures.

WHAT YOU NEED:

http://audacityteam.org/

You don't specifically need Audacity, but it is the one I suggest using. It's free and pretty easy to learn. There are plenty of tutorials online on how to do certain things, but what you'll be using it for to create a sound mod is very easy.

http://www.nexusmods...im/mods/32075/?

This is essential if you want to create audio mods. This will allow you to change the WAV files to XWM, the file types that Fallout 4 uses. It has a ReadMe with simple instructions on how to use it, read that and it should be easy to learn!

http://www.nexusmods...lout4/mods/78/?

Another essential one. This allows you to extract the files you'll need to change into usable formats, like a WAV file. The youtube tutorial above will show how to use this.

http://www.videolan.org/vlc/index.html

Optional. VLC can play XWM files, this can be helpful to make sure you've extracted the files correctly. If the sound is stuttering, do not worry that's normal.

HOW TO MOD:

To mod the sound files, you'll first need to have sound that you want to replace the original with, which in this case is Kevin Hart's song. This MUST be a WAV file. If it already is then you're all set, if it's not you need to export it through Audacity. Make sure you cut out the section of the song of your choice that you want to use. Export it as a WAV file. Next use B.A.E to find the music you want to change. I won't be outlining how to use B.A.E in this tutorial, the youtube video does a pretty good job with that. It's the same process as it is for textures, just with sounds instead.

Once you've done all of that, grab the song that you edited in Audacity and follow the WAV to XWM converter's instructions. Copy and paste your new XWM file into the folder and replace the old one. You should now have a fully working mod! If you have any questions just ask. This really should be documented better somewhere.

How about legal questions?

Like my mod for example got deleted since i used a level up sound and chose a small part of the song "one more time" by daft punk. Maybe you could outline what is allowed to use, distribute or maybe, if you make the mod yourself and don't distribute it on the website, if it's legal to have that song or part of the song played when making a let's play on youtube?

Today I got in contact with the former Daft Punk label in order to get answers or even permission to use/distribute/youtube suchlike. Maybe there's anyone who already got answers to that topic?
