unique versus total downloads

If 100 people download version 1, and you release version 2, which gets 150 unique downloads, could you assume that of those 50 people, some (or most) are upgrading to version 2?

So if I download version 1, for the first time, I count towards unique downloads. I then download version 2, is this another 'unique' download?

Most people add version 2 as a new file under the same project name, and leave the old version present in the "old versions" section. For example, my mod Decisions With Regrets has version 1.0, 1.1 and 1.2. If one person downloaded version 1.0 three times, it counts as one unique download. If another person downloaded version 1.0, then version 1.1, then version 1.2 it counts as one unique download.

If 100 people download version 1, then you add version 2 and the unique download count climbs to 150, that doesn't tell you anything about how many people got both versions. It *could* be that the 50 new people all downloaded the old version. It could be that all the 100 previous people downloaded the new version (counting as no new unique downloads), plus 50 new people downloaded both the old and new versions. The unique download count is just that, the number of unique people who have each downloaded your stuff one time or more.
