If so, then I've heard people talk of using a tool called DDS Converter, for the conversion process, or simply respective "plugins" for the more common graphics apps like Gimp, Photoshop, or, my personal tool of choice, Paint.NET, so they can open and save the DDS format natively and you won't need any conversion tools. DDS is actually a DirectDraw related image format, not something proprietary to GameBryo or Bethesda only, so plugins to open it for common graphics apps are way more common than one would think. Just open the DDS in whatever image editing software you prefer, GIMP or Photoshop, make sure you have the DDS plugin and then save as DDS when you're satisfied with your new texture.
