Are legendary weapons too powerful?

Whats your experience? I was using a stealth build and once I got a good sniper rifle and the deliverer I was able to run through most enemies on very difficult without a problem. Once I got the woven ballistic armor i didn't even care if i got found lol.

 

But seriously now that I have a kneecapper combat rifle on full auto it seems too easy. Just spray any legendary enemy in the legs for a second and its a done deal. Kind of wish they didn't put the 'instigating' or 'kneecapper' effects in the game

I'm not sure why you think the deliverer is broken. The only legendary effect it has is VATS-related, not something that gives it any extra damage, IIRC.

 

Unless you want to go for some pistols-only build for whatever reason, there are weapons that do far more damage, and can be suppressed too. E.g., a fully charged shot in the head with a silenced gauss gun from stealth will pretty much one-shot just about anything, even raiders in power armour.

 

Or even in the pistols category, you can turn plasma or laser rifles into uber pistols, which can actually give you even more range to snipe at.

 

Or a tactical or recon, advanced .44 revolver has way more range AND damage. Even if you took all perks of Sandman, the revolver will still do more damage from stealth unsilenced than the silenced Deliverer does.

 

So I'm not sure why anyone sees the Deliverer as OP, to be honest. If you get an instigator revolver, it will make the legendary effect on Deliverer seem rather meh.

Actually I find what I craft is usually better than anything legendary. At least while levelling up and applying perks to the different levels in guns and armour.

Be the time they can be maxed out, the legendary have little effect compared to maxing components.

Then all maxed out weapons are way OP. In fact though I have a few I got early and maxed up. Most legendary were scrapped.

 

Fallout 4 actually makes all looting incredibly boring.

You need to loot everything in sight and scrap it all.

Caps (stupid idea for money, when gold is junk) are worthless and trade irrelevant. I never bought or sold a thing.

Indeed now I ignore all loot and use the console for more components.

 

Frankly I'm bored of all the kill this missions.

Trying to not give spoilers, I freed a dangerous prisoner, rather than killing. The prisoner then assumes I'll help them kill the jailors, so died anyway.

 

I'm now just doing the main quest. Seeing as the settlements are optional, it appears that they have no effect on the outcome, so what's the point of building them. They only get attacked by the same respawned gang. Over and over again.

 

I think this will be just like Skyrim. Which I never finished the main quest (Console bug original cause) or even started the DLC on PC though I have all of them.

 

Now don't get me wrong, I'm a mod user and Bethesda make onr of the best modding sandboxes.

I was already sure I'd dislike much of this, but considering how much the crafting appeared to offer, it was totally unexpected that the thing I'd dislike the most was the vacuum cleaner looting system it led to.

 

I know mods will fix the games flaws, just never expected it to be worse than Skyrim.

 

I didn't buy Fallout 4 for the Vanilla Story, BGS don't do good story and have got worse at doing badly.

 

I will spend as many hundreds of hours with Fallout 4 as I did with Skyrim.

It's an unfinished starting point, a sandbox for modding away the many flaws I see.

Starting with making settlements essential to progress instead of only optional crafting locations.

 

I bought this as a modding sandbox, shame that's all it is.

It could have been great, a GotY. I forgot Bethesda Softworks doesn't do them anymore, GotY isn't casual enough for BS.

I 'unno... Other than a few weapons (automatic musket, kremvh's tooth, that kinda thing) most legendaries can ALSO be maxxed out with mods. Like, if you find an Instigating hunting rifle, you can ALSO change its receiver to .50, slap a scope on it, screw on a suprressor up front, etc, and the Instigating effect will be on top of that. Lemme tell you, one head-shot from stealth with that baby one-shots just about anything, including raiders in power armor. Hell, it one-shots a Behemoth. I know because I actually tried.

 

Or if you got Big Boy, you can still slap a MIRV mod on it, and seriously carpet bomb an area with a whole 12 nukes. Not that anything actually NEEDS that kind of firepower, mind you, but it's fun to do for the lulz anyway. It's the closest you'll get to nuking Megaton :tongue:

I think my friends and I have found The overpowered weapon of the game. Plasma throwing plasma pistol. It is very light, it bathes your enemies in plasma, and it will take down just about anything that gets into range. All of this without any legendary effects. I looked it over, the effects can make it even more nasty, but, it does not need it. In the end, it is only really limited by the need to reload. A Neverending plasma Throwing Plasma Pistol would be OP.

I don't consider any of the Legendary weapons OP at all, well least when compared to the ones from the GunRunners Arsenal DLC from FO:NV.

 

I do like how you can mod the Legendary weapons though, making them even more lethal but on the whole the special perk/ability that is sometimes associated with the Legendary weapon is not game breaking.

However, im playing on Survival difficulty, I have to say the Deliverer needs so many bullets to kill anyone.

 

Yeah I always look at the deliverer in Survival level and say it takes how many bullets to kill a rabid/infected/glowing mole rat?

nope I sell 1000's of 10mm to buy those 12ga shotgun SHELLs for a combat shotdun to do the job.
