Book of Earache npc bug

ok soi just killed house for the NCR and now none of the custom npc's in the Hi Roller suite at the lucky 38 will talk to me properly. i can initiate the "what do you need" part but any selling/buying/repair options will not show as the dialog just exits after the initial what do you need

anyone else ever hit this bug? it's my first time with it and i'm kinda stuck D:
