Stuttering Problems

Got fallout 4 yesterday and installed it. The launcher set the graphics options to "ultra" quality, but once I was out of the vault, I noticed random stuttering and frame rate drops. It tends to happen much more in outdoor areas than indoor. I've tried lowering the godrays and other options to improve performance, but have not had any success. I have also tried reinstalling my nvidia drivers, messing with vsync, and trying windowed borderless mode, with no success. I'm frustrated because my computer has decent specifications and I thought the game would run fairly smoothly. My question to everyone is: what can I do to get a more consistent performance when I play?

My system specs are:

OS: Windows 10

Memory: 8GB RAM

Graphics Adapter: NVIDIA Geforce GTX 970

Processor: Intel Core I5 4690k@ 3.50 Ghz

Sorry to hear about that OP

Here's a comprehensive Link of all sorts of known ways to alter the games performance.

A data vault of tweaks and fixes for the PC version

You can find that link in the Steam Page as well pinned up top in its comments section.

If I had to guess I'd say remove the Nvidia Drivers with DDU.

Then install the Nvidia Driver for Windows 10.

A complete removal with aid of software would at least give you peace of mind that you can then rule it out.

-> I had to actually call EVGA my cards manufacturer for some help to get this process taken care of myself but the 2nd guy I got on the phone for help directed me through steps and resolved my issues with Drivers and my games ended up performing much better also as a result.

After that well maybe the amount of cores your CPU has might not ensure good performance but I honestly didn't check your I5 cores number.

All I can remember is that I-5 wasn't suggested but then heck I'm running stuff that wasn't suggested either.

The next thought I have is that although you meet the amount of RAM that is required to play the game it would be in your best interest while playing the game to turn off programs that your not using especially because they will still be soaking resources while playing.

-I think some extra RAM would be most helpful for you honestly it'd go a long way when you start using ENB Boost down the line as the extra RAM doesn't go to waste with that add-on.

Thank you both for your suggestions. I have tried the tips you have given me, but I'll need to play the game for a while before I can say confidently that it is smoother. It is a little discouraging to hear that my some of my pc's parts are already obselete; I eventually would like to get a new processor, but I have no idea what a good upgrade to my current one would be. Truth be told, I had a friend of mine who is far more knowledgeable about computers help me build this one back in march of this year, so I have no idea which parts would be compatible with my rig. If anyone else reading could offer their input on such matters, I would greatly appreciate it.

I don't think it is your processor, I think it is a memory bottleneck. CPU development has outpaced memory dev since CPU's went multi-core. I recommend ENBoost, and setting up a partition to act as VRam. If you can use a USB stick or flash memory to act as VRAM it will be faster. Also the more locations you can have VRAM the better, because it will be two HDD's reading and writing information and using different pathways in your PC to send and receive information. VRAM is not as fast as RAM, but where it lacks in speed it kind of makes up in size, you can partition as much of your HDD as you want to for VRAM.
