[Immersion / World Size] Slower PC Run Speed

SUMMARY:

Lower player move speed a little. This makes travel take longer and the world feel bigger.

Also make everything else slower so we don't get eaten alive with a uniquely low move speed.

Something that has puzzled me is why Fallout 4 feels so small. I know it isn't actually that small, but it feels it. And then it hit me.

Our character runs like Usain Bolt.

No, seriously. Our character's default 'run' speed is closer to a all out sprint. The 'walk' speed is a power walk (which I actually like - I can RP walk around without feeling too slow). And the Sprint speed itself? My muscles should be ripping the tendons from my bones. Set your FOV to 95 and just see how the world rushes past your peripheral vision. That isn't a jogging speed you can maintain for miles across the wasteland, that's a sprint.

In Skyrim, you would often have to detour around cliffs, mountains and river gulleys to get from A to B. Journey distances could easily double as you navigated the terrain.

Fallout 4, on the other hand, is mostly flat. You very rarely have to really navigate around anything - there are no giant cliff-lines or gulleys to work around for miles, and very few (any?) large rivers requiring swimming away from the coast. Most of the lakes are either tiny, or long and narrow enough you can slip across with no problem. And, with the relatively high temperature of the Fallout area, there would be no reason for a Frostfall type mod to force you to avoid hypothermia in the rivers.

EDIT: Until GECK comes out, this probably can't really be edited. The movement speeds of everything would need to be rebalanced, otherwise you'll be run down and eaten by mole-rats.
