Made by the same guy that made the Minutemen Overhaul, it looks like it was just a reskin of some of the basic features in that mod (changing some of the Minutemen features to use BoS soldiers) rather than a true 'overhaul'. I like how you seem to want to make the BOS more reasonable in their pursuits (willing to work with local militias and such) instead of basically being bullies of the Commonwealth. Most of the functionality is quest-like in nature which is nearly impossible without the toolkit.
