Strange problem with the lighting or the light source

Hello all and sorry for my english,

For several days I get tired of a problem, I noticed that in a strange way generates at my lighting. I do not know what caused it but it is shown in the following movie. This problem occurs both indoors and outdoors.

My specification is:

Lenovo Y70-70 Touch

i7-4710HQ

GTX 860m 4GB

16GB RAM 1600 HyperX 9CL

Samsung SSD 850 EVO 500GB

Windows 7 64bit

 

I start the game with mods and without them, setting minimum and ultra. problem is not gone. I removed the .ini files to the launcher could generate new, the problem still exists. I'll be grateful for the help and explanation, I don`t know how to deal with this, watching videos of gameplay other people have not noticed similar problems. This is annoying but it can be played.

Hello again, I thought I fixed the problem but he came back again. It looks different now than the first time, now is so that when you load the save all light sources are displayed correctly but when I change the location it decides if the spot light sources do not work as they should. Pay attention to that when I use the telescope this light appear while without this not displayed at all. When i save game at the new site, where light does not generate, then I load the game again this light appear again, but it works on, a new site - no lights.
