What's the coolest looking armor in Oblivion? What's the coolest for a thief/assassin type character?

it all depends on your view. For thieves/assasins the best armor IS probably the dark brotherhood armor, which is called Shrouded armor/hood

You can also enchant the clothes of your choice with shield. They're not really armor but they won't need to be repaired all the time like armor either. Use a dark and stealthy suit for a thief/assassin character. It's possible get to the max AR with enchanted garments too.

The Iron cuirass is the best looking armor for a female character, for sure. Practical, yet stylish.

 

Transcendant Sigil Stones carrying a Fire/Shock/Frost Shield enchantment are the best way to go. You get the best of both worlds: 25 additional Armor Rating and a 25% resistance to that element. Combine three of the like (or mix and match) and you'll easily attain 75 AR (merely 10 points short of the maximum) that cannot be blasted away, on top of whatever base AR the actual armor pieces employ.

 

Three enchanted pieces of armor. Five armor slots on a character. Do the math: you'll have plenty left over for some additional enchantments to toy with.

I prefer an enchanted leather armor with a hood of some sort, most likely a necromancer's hood, or red hood. With Sigil stones it's possible to get a 150% constant Chameleon effect. You can't get much more assassin-y than that IMO.
