Skyviper086
This is all I could find. I think it goes over textures in general but hopefully the methods taught here will also work for posters.
madmongo
If you want to modify existing posters, you need to extract the existing texures from the bsa files. You can use the bsa browser that comes with the fallout mod manager. Make sure you put the texture in the place where it is supposed to be in the directory tree. Then, modify the texture using GIMP or Paint.Net (you may need to install the dds extensions) and replace the image with whatever you want. If you want to create new posters, the easiest thing to do is extract the mesh for one of the existing posters. Again, use the bsa browser, but this time you can place the nif wherever you want. You should probably rename the nif to something appropriate for your poster as well. Then, edit a poster texture for it the same as you did above, except give it a different name. Finally, use nifskope to change the texture in the nif you extracted to use the new texture that you created. Now go into the GECK and edit one of the existing posters. Give it a new ID, and change it to use the new mesh you just created. Now you can place your new poster anywhere you want in the game. Save your mod and make sure it is active, and your poster should show up in the game. It is also possible to create a new poster mesh completely from scratch using Blender or 3DS Max but that's a bit more difficult.
