Garvey is quite easy to keep out of the way, yet easy to find if you ever need him, by just asking him to tend some crops. There are quite a few places where you can put crops relatively far from the workbench, for when you go collect your caps from the shops. Heck, at the drive in you can easily have EVERYTHING away from the workbench, including beds and shops. And you really have no reason to go there more often than that, anyway.

 

Not sure if you can assign him as artilleryman, haven't tried, but that would be even better if you want him out of the way, since he's pinned there 24h a day, 7 days a week. Put the artillery piece somewhere creative, like on the roof of the Slog, and you might not have to even see his mug ever again.

My concern was that night janitor at the Institute getting ahold of a defective FEV serum which tinged him orange. It also apparently left him being a pathological liar and a narcissist. That in itself would not be a problem, but he somehow escaped into the past with a desire to become a despotic politician. Not sure anyone would be foolish enough to vote for him.
