Ideal perks for stealth gunning and sneaking?

I've been wondering about what it would be like to do a stealth/sneak type of character in FO4. I imagine doing a run like Agent 47 in Hitman and being sneaky to the point where no one knew I was there to begin with, I get in, get out, and go on with the objective.

 

So, what would the starting SPECIAL look like, and where would I start the bobble hunt/when to boost the other specials to where they need to be?

 

I was thinking on a mandatory 7 Agility for Ninja right off the bat. I don't think Sniping is really good with VATS, and the accuracy is terrible for me, always, which I think is remedied by a high PER but those perks don't really seem to appeal to me.

 

Lockpicking and hacking from the get go for sure, and Gun Nut absolutely. I'm thinking that Ballistic Weave will negate ever having to have armorer, but having shadowed/muffled combat pieces might be nice. Now, is it better to wear a suit and have greater bonuses to sneak without any armor, or does the armor give you MORE benefits than just going in clothes alone? That might make me think twice about Armorer

 

Night person maybe? I never used it, but the nightvision might be really nice to have, but then again, there ARE recon scopes, but I don't like having night vision in daytime sniping... or... I could just have my character RP as a citizen by day, secret agent by night and only travel at night type of thing going on.

 

Keep in mind, I will be playing on Veryhard/Survival as well.

 

I was thinking on taking either medic or life giver, since you can get a much more practical HP regen with lifegiver than going for solar powered or ghoulish, much less investment, and to add to some meatyness early on seeing as I won't be using bulky armor.

 

Are sneak criticals stacked with regular critical perks like Better Criticals and such? If so, pumping luck might be a good decision. Mister Sandman for silencers/suppressors would be advantageous as well, and Sneak perk of course.

 

As far as weapons go, the 10mm pistol will be a staple as I got my hands on an explosive one in my energy weapons/power armor run and it was a VERY hard thing to let go of. Hunting Rifle modded to be a .50 cal and a combat rifle to be a mid ranged semi auto kill thing with maybe a suppressed combat shotgun for close quarters situations.

 

Full auto on all weapons? All semi auto? Weapons damage boosting perks to consider over others?

I have done the sneaky sniper play through and I focused on Sneak of course, Ninja and Gun Nut. Also for armor Shadowed and Lightweight, on leather armor are all you ever need. Damage reduction isn't necessary as you will be avoiding incoming damage.

I used no luck or never really used Vats for crits. A sniper with Instigating or double bullets are really OP.

 

The Deliverer is a great easy to get weapon also just one or 2 quests for the Railroad and you get a nice silenced 10MM.

I always end up maxing out Special one way or another so I don't know what to tell you about starting numbers. Obviously you want all the stealth perks, so all Sneak, and the best way to be stealthy and never get seen is to kill things from a distance, so stealth = sniper. You'll want all the Rifleman perks (because sniping), Gun Nut (obviously), and in the long run any perk that adds damage, so Concentrated Fire (I wouldn't completely rule out VATS, because in close quarters it's still very effective), Lady Killer/Black Widow (because of the damage bonus), Mr. Sandman is absolutely mandatory as it does 50% more sneak damage once you get all the perks, Ninja for the same reason and I think with Sandman and Ninja you do something like 5.5X sneak damage with guns, Bloody Mess for the damage bonus, Better Criticals and later on I'd also get Critical Banker because like I said you will use VATS now and then, and most of the time for my stealth characters I use a pistol as a close quarters weapon so I also get all the Gunslinger perks but you can also get the Commando perks and use any automatic you like, the Thompson sub machine gun is a great gun once modded and silenced and the legendary version Spray n' Pray is OP as hell. Obviously you also want all the Science perks too because of weapon mods.

 

Something else to consider here is melee. If you don't want to use a pistol or machine gun in close quarters, you can use melee. Most people don't even consider this, but if you're already going to get Ninja and Sneak, you're half way through all the melee perks you'll need, and melee sneak is ridiculously OP. I mean crazy crazy OP. With all the perks you do 10x sneak damage, and with the Blitz perk you can VATS melee from greater distances and it even gives you a damage bonus for doing it further away. If you combine sneak melee with VATS/Better Criticals and Critical Banker, you can really put a hurting on things. Then you get Moving Target which cuts back on the damage you'll take while running up on something, and then you get Rooted for the damage bonuses because you're standing still when you melee. I have no idea how to calculate all that damage but it's crazy high. Once you have all the perks you can Sneak/VATS/Melee your way through entire groups of raiders before they even fire on you. This will also save you loads of ammo, which saves you cash, which can be spent on your sniper ammo.

That must be some character maxing out SPECIAL :P. I'm level 38 and not even close to that yet, but then again, I'm not even close to starting the main quest either, or the side quests.

 

That using blitz in close quarters killing raider after raider and jumping from enemy to enemy in VATS reminds me of melee Zer0 in Borderlands 2 with the skill Many Must Fall. Will try that one out. It's good to know that Sandman and Ninja stack.

 

Any ideas on what to mod weapons? Besides silencers/suppressors of course.

As for melee weapons, I always play with power armor on so I've only used stuff like the sledgehammer and bat but I believe Kremvh's Tooth is the highest damage melee weapon that isn't a fist type weapon. If you're not playing with power armor, then the Furious Power Fist is likely the best fist type weapon.

Haha, nice :) I don't know if I'll do that, but I'm certainly not one to shy away from giving myself a bit of a boost in the game (gave myself 100 fusion cores when I was poor beyond belief and had my mutfruit slave camps set up).

 

I might create a character just to do this before bethesda patches it (or not, don't know how they usually do these things).

 

I wanted to do a power armor run like a grognak type character with Chem resistance/refreshing beverages to spam chems and be a power armor, super sledge wielding barbarian warlord, but I'll need a mod to increase the piss poor durability of power armor (although the Enclave paint jobs mod makes it nice and beefy as it is, so I might just go with that).

You can also just console your special up to 10 if you want. It's actually a lot easier than using the book.

 

player.forceav agility 10 etc etc
