Have you looked in Users\(your name)\My Documents\My Games\Fallout4? Not there? You might try verifying your game files through Steam.

All operating systems - Verify integrity of game cache.
1.Load Steam.
2.From the Library section, right-click on the game and select Properties from the menu.
3.Select the Local files tab and click the Verify integrity of game cache button.
4.Steam will verify the game's files - this process may take several minutes.
5.Once the process is completed, the Check Window will automatically exit.

Important: One or more files may fail to verify.

This is normal for most Steam games. The files that fail to verify are local configuration files that should not be replaced as part of this process. You can safely ignore this message.

I also have this problem. I did as suggested and I'm still missing the file.

*Update* I had run verify before trying to install any mods which did not cause the file to appear. However I ran it again after installing a few and there it was as it should be.

Okay so I'm not sure what causes this issue or a surefire way to fix it BUT.

It happened to me & what I did was:

- Made a copy of my Fallout4.ini file (in the same folder)

- Opened up the copy, deleted everything inside it

- Renamed it Fallout4Custom

- Opened it back up and put in:

[Display]
iLocation X=0
iLocation Y=0
- Saved that and then everything worked again like usual.
Perhaps this can be your alternative if verifying the files doesn't work for you.
