You just run the physics simulation in 3dsmax (and yes, calculating chains is incredibly demanding, forget about it in real-time), then save the results as keyframe data. Then you just have your flail swing like any other weapon, the only difference being you're swinging an animated object instead of a static one. I could imagine some really awkward workaround where your "flail" is actually a bow with an invisible arrow. I guess if you really desperately wanted a flail, you could kind of have one, but I can't imagine it looking even half-decent without realtime physics simluation of the bounces.
