WinterXYZ
So I've got Fo3 GOTY edition on steam and I'm trying to install a few mods that use FOSE. I've followed all the relevant guides and all the FOSE files are in the correct directory. When I open up fose_loader.exe the game runs perfectly well. But, as soon as I try playing the game, I'm met with a box that says that FOSE isn't running.. I disabled that mod and another mod that uses FOSE warns about the same issue. The game just doesn't think that FOSE is installed and running when it clearly is. I have also tried renaming fose_loader.exe to FalloutLauncher.exe but that generates an infinite loop of fose_loader.exe opening and closing rapidly.I remember installing and using FOSE years ago, but now the whole thing is screwed up. I followed the read me, tutorials, forum posts, guides, everything. I have done the same thing as everyone else and yet the game doesn't think I have FOSE. I'm using NMM if that's any help. Any ideas on how to fix this problem?
M48A5
Move you entire Steam folder and all your games outside of "Program Files". There are instructions available on Steam on how to do this. The OS User Access Control is preventing any changes to be made to the Fallout 3 files.

I have my steam folder on an external SSD harddrive. The location is: D:\Steam\steamapps\common\Fallout 3 goty Edited January 18, 2016 by WinterXYZ
M48A5
If FOSE is installed correctly, you will have a button in NMM to launch FOSE. You must use this button to launch the game. You would be well advisec to install the game outside of the steam folder. It will make the game much easier to use and mod.

The game being in the steam directory doesn't make it harder to use at all and besides the issue with FOSE being broken, I've run into no issues with modding either. Will moving it help fix the problem?
bendystr4w
I've been having this exact problem and I'm at my wit's end. I even moved my whole steam installation out of the program files folder and it did not fix the issue. My fose_loader.exe still runs the launcher and the fallout 3 game still thinks fose is uninstalled. WTF is going on here?
