Fallout 3 Ending Problem

Pretty much as the title says; I cannot get the game to let me survive purging the Purifier after re-taking The Jefferson Memorial even with Broken Steel installed and activated (it goes straight to the credits and I cannot get followers like Fawkes to get the task done for me). All other DLC work without issue, it's just the Broken Steel DLC I cannot seem to get to. I have the feeling this is possibly a mod-related bug, but it also might be how I installed everything. I have reloaded from previous saves, started new games, reinstalled FO3 and attempted to work around this problem via the tilde key. Nothing seems to fix the problem.

I have Fallout 3 GOTY, with all DLC material installed and running, plus Fallout Mod Manager (version 0.13.21) with the following activated through said mod manager (in the order they appear in the window):

While I am here helpless, there are three incidents also worth noting. First, upon trying to exit Vault 101 at the beginning of the game, I am stopped at the door and forced to cycle through the "You Surer You Want To Enter the Wastes With These Traits/Stats/Skills/Et Cetera" until about the fourth or fifth item in the list of stuff they ask if you want changed and the game lets me enter the Wastes. The second is whenever I return from the Pitt and all the radios, save for the one in the Pip-Boy, cease spouting Three Dog and Eden and instead go to static (completing Three Dog's satellite problem fixes this, but it can and does happen again whenever you re-enter the pit). Lastly, Dr. Li will not be in Rivet City after you break James out of Vault 112 (she will walk out of the Lab when James enters and find her way to The Citadel and stands in front of the gate).

 

Any help anyone can offer would be greatly appreciated.
