No barter dialog option for some vendors

I have been playing Fallout 4 for a couple of weeks, and up to now I have had no issues. Suddenly I can't barter with some merchants. I get the "Talk" option, but that's all. The option wheel with the "Barter" choice at the bottom doesn't appear. What's weird is it is only happening with some merchants. In Goodneighbor I can't trade with either KLEO or Daisy, but I can trade with Rufus. In Bunker Hill I can trade with Deb, but not Trashcan Carla. I verified my game cache but that did no good. Has anyone else had this problem?

The only time I've ran into this issue is with Settlement Vendors. If they're standing there in a sort of "attention" position and not placing their hands on the store's counter, that means the Barter Dialogue options won't come up and it would just be a regular Trade request. I usually wait a bit then they place their hands on the store counter and are ready for business. But I've never seen this with vendors at the non-settlement places like Diamond City and Good Neighbor.

The hands on the counter thing I mentioned is for Settlement Vendors. The Vendors in places like Goodneighbor, Diamond City is a separate thing altogether. Some of them don't even have counters.
