GamerChas
You meet many random 'settlers' wandering around. Most have very minimal interactions. Maybe once per game, you meet three settlers that may be in a battle when you see them, or if you follow them, they will run into some enemies. If you help kill the enemies, you can ask them to join one of your settlements. But most of the random settlers cannot be asked to join a settlement.Am I missing something? Is my charisma too low? Or they just cannot ever be asked to join? Any cheat ways to make them one of your settlers?
robhartman9
Ya I think I'm missing something there as well. In 4 playthroughs I only found one NPC that I could convince to go to one of my settlements. There is a mod that allows you to recruit NPC's as followers. You can use commands to spawn settlers. I don't think charisma helps because I was having trouble convincing Piper to sleep with my PC so I used player.modav charisma 10. I thought that would give me a value of 10 but it does not it just gives you a +10 so I had a total charisma score of 18 with some items.
tomomi1922
Also to mention there is a group of 3 Minute Men members roaming around. One of them is a girl with 2 tails. They do acknowledge the player as General but there is no interaction with them.

You need to go through the stages with all potential followers... irc 250, 500, 1000 and max is 1100 on affinity. At each milestone, they will Want to talk about something, complete the dialog and proceed to 1000 then hit Romance to get them to sleep with your PC. Cait, and Piper are pretty easy... Curie is MUCH harder... getting her a Synth body is pretty time consuming... (I recommend Super Affinity Mod for that one) I have all 3 now... I'm really partial to Curie (Loving Curie Mod) (I also have the Loving Piper Mod ... not sure if there is one for Cait yet,) As for the random settlers, I think, but am not sure that your Charisma is a factor... I have recruited at least 8 to my settlements... I even recruited the female NPC from the Radio station, thought that was kind of evil
robhartman9
The seamstress is the only one I recruited. I have found other ones that need water or rad away and they just say I need to rest here for a while after you make them feel better. I stood there waiting for one for a day and a half. I tried going away them coming back and they just vanish.
snapper69
I managed to get one NPC to go to a settlement, but the only settlers that go to the Castle or Spectacle Island, are ones that I send there from a different settlement, even though I have recruiting beacons on both. Is it possible to recruit settlers to Spectacle Island? I'm a little partial to Curie too, even if she does get in the way sometimes.
Moraelin
Yeah, that seems to happen lately. The beacon basically is turned on but doesn't attract settlers, ever. I found that turning the beacon off and then back on solves it.
