I release all my mods in .7z format, and I've never had any complaints with the program. Since last time I checked, the only format windows could open by itself was .zip, this should be a fairly easy question. Your mod downloads state clearly what file format they are packaged in. Now I realize this may be hard for you, but try and use your two remaining brain cells for a second: given the two facts above, do you need a program to extract and install mods? Yeah, those are the easiest to use, and don't require paying attention to any of that directory structure stuff, but since most the common mods contain files which conflict with eachother, it kinda helps being able to selectivly extract only what you want. For this, being able to see the directory structure within the archive makes things alot easier. I personally use WinRar, havn't had many reasons to use anything else.
