Moraelin
Well, at the very least you'll need the GECK from Bethesda's website.

Moraelin
Depends on what you want to do, though. The GECK is enough for most things that don't need new graphics. If you want new textures, you'll also need a graphics editor and a .dds plugin or NVidia's DDS tools to convert to/from the .dds format used for textures. If you want new 3d models, well, you'll need Nifskope to package them, but something like Blender to actually edit the mesh. (Be warned, it's a lot of work.) If you want to edit an existing 3d mesh or textures, you'll need something that can unpack .bsa game resource archives, like FOMM or the FO Archive tool. But if all that sounds Chinese, I'd start with just the GECK and try doing simple stuff with the existing graphics. Maybe get some existing mod and do stuff like change the values in it, or giving the weapons to other NPCs, etc. Then "graduate" to the other tools when you've already figured out the GECK. Taking it one step at a time tends to be a good idea. Edited May 7, 2011 by Moraelin
