Possible to switch out textures dynamically (on the fly?)

I've been playing Fallout 4 recently, but came back to Skyrim... because well it's Skyrim. Anyway, what I miss it that when it rains, everything gets glossier. So I was thinking if ti was possible to make a mod

that makes textures shiny when it rains.

 

I think it would be pretty 'simple' (famous last words), there would be a script that checks the current weather. Something like: 'Getiscurrentweather'. If it returns a weatherID that is rain, then 'SetNthTexturePath' could be used to to switch to textures that have a more glossy look (normal maps with no alpha or white alpha). The problem is, I have no scripting experience in Skyrim and I can't find any info about 'SetNthTexturePath', I only know about from this thread. I also have no idea if it's possible to reassign texture paths on the go, without reloading. So any help or guidance would be appreciated. Is this even something that's possible?

ENB's multiple weather functionality allows you to change various values when a specific weather is active. You could increase the specularity while it's raining, for instance.

I found the multiple weather function in ENBseries.ini, but I'm not sure what file or settings would control the specularity during specific weathers. I'll have to do a little digging, thanks for pointing me in the right direction.

 

Edit: I figured it out party, this post on the ENB forums was helpful. Still doesn't effect the landscape/road textures. But everything else gets shiny when it rains, so it's a start. I assume I would have to modify the normal maps of roads and landscapes, and then set the specularity very low during clear weather, so hopefully nothing will reflect when it's not raining.
