NPC's cannot act

So I'm experiencing a situation where part of Markarth, Solitude, and Falkreath just "what do you need" their entire existence, as if people didn't get murderkilled right in front of their eyes when you enter teh place. This kind of unresponsive generic response characterises a majority of the population, including such venerable personages as shopkeepers, innkeepers, and Silver-Bloods. Other cities are minorily or not affected, and hamlet NPC's I don't remember if some are supposed to have more dialogue originally than they're able to load in my game.

 

Anyone any idea what could cause this kind of glitch and what I could do to fix it? I have already checked the AI packages with Tes5edit and removed a mod that was overwriting a default/sandbox package, but that did not seem to affect anything. Load order below, machine is a GTX 970/i5. It persists through new games and reloads and all that, even when I remove all the mods besides LaL.

You may have some skills, enchanted items or cheats like Rings of Power that hide your identity. This is a common case for that issue. If the problem is limited to a region you may have a bigger problem, like mine some days ago. I tried out several new mods, deleted obsolete ones, always doing a clean save and cleaning the savefile with script cleaning tools like SaveTool. You may cleaned too clean.

Thanks for the response, sorry for getting back a bit late :c

 

Mmh. I don't clean saves at all since it's a half measure that might break things still, and since I play Dead is Dead anyway I don't really accumulate much errors due to modding before I start new games. It occurs directly after starting fresh games, though, so it can't be corruption introduced into the file later.

 

As for identity hiding things, is there a way to check this in Tes5Edit that you know of? Again, this error occurs when testing straight from the start so it is not something obtained during normal gameplay. I'd assume that if a mod introduced it globally it would have been mentioned in their comment sections (pretty much no non-reputables in there anyway), but I'd love to hear how to search for it!
