So i found out launching the game with Steam pretty much always disables all mods. Is it all possible to stop from that happening? It disables everything except Fallout4.esm, so won't this create issues once the new DLC is released (which will presumably have unique .esms if prior DLC is any indication)? This seems like kind of a stupid oversight

Well it's not really an oversight, there's currently no officially approved modding support from Bethesda for Fallout 4 until the GECK is released. So Steam is following along with that.

 

Fortunately it's easy to fix. Set up your Fallout4.ini for modding, add all your modded .esps and .esms to the plugin.txt file in <username>/ appdata/local/fallout4/ then make sure that once they're set up the way you want make those files read only.
