Is there a console command to spawn enemy units?

Or one to add a GTS perk?

 

I can naturally get GTS perks from the HQ debug area, but I'm not sure how to spawn certain enemies.

 

Likewise, in the combat debug, I'm not sure how to add GTS perks.
