Obscenely Low FPS Problem

I've gotten a brand new desktop computer recently and I am just now getting back into modding Skyrim, I downloaded a bunch of mods (before I started a new game) Since I have a new computer with a Geforce GTX 980 I wanted to try and see how beautiful I could make Skyrim. I've run into a serious problem, though...With these mods installed and starting a brand new game, my game only runs at 1 frame per second, I used fraps to monitor performance and man...I've never seen that before. On any game. I don't believe it's the card because it's been working fine up to this point, it's well maintained and it has no problem play most modern games on Ultra settings. I'm going to put a full list down at the bottom so if anyone can see what could cause this bizarre problem please let me know. thanks. I'm going to try and start it up again to see if it duplicates the problem...Oh I should point out there was a split second where the game went up to 60 but dropped all the way back down to one frame, and the counter even showed 0 at one point...what the what?

 

I should also mention I am using an ENB called project ENB fantasy version
