I would like to be able to scrap them to learn their effects and place them on different weapons & armor if it's at all possible. Hoping this can be done when the GECK is released. When you breakdown legendary weapons you receive legendary material effect chips that you can then accumulate to use to create learned legendary modifications on your own weapons.
