Moving Settlers

How can I transfer settlers from a small settlement to one that's bigger and more established, but needs more bodies?

In addition to Sanctuary, I have added Abernathy Farm & Tenpines Bluff to my settlements list. But the latter two have so few people I'm thinking they're better off at the former.

while in settlement mode select the NPC at the bottom you should see a "Move" Command. (I don't remember the vanilla key because I use custom keybinding) Click the key and you'll get a menu asking which of your settlements you want them to move to.

 

Note: if the settlement settler limit is maxed the settlement will not show in this list.

On a side note, early on in the game I always set up recruitment beacons in every settlement I gain control of, even the ones I don't plan on doing any building on, and use that as a way of farming for settlers. Every once in a while I'll go around and send them off to the main settlements I want them in until I have enough, and then I turn the towers off so I don't end up with 20 people in one tiny little cramped settlement (not that it would really matter, in fact that may be a good way to have backup settlers if you find they keep getting killed).

The option to get them to move is grayed out. I can assign them, like to security or farming, but the "move" option can't be selected.

Are there any prerequisites, and if so what are they?

 

They're either ones that can't be moved or the settlement you're trying to move to is full per whatever your settler cap is.
