Ok, I see. How about this?

 

A normal head, in the shape of a shark head, ontop of a normal meshed khajiit/argonian body (the tail is needed to alter it to a sharktail). The shark head could be normal-sized, and so could the body. Would this work?

The gills and fins can be textured maybe. The texture would be something like the picture I have added.

What do you say?

This is what I need :

-A new sharkshead mesh.

+this is the biggest issue. Making a good shark-head mesh.

-Altered argonian/khajiit tail into a sharkstail.

+ this has to be do'able. I've seen mods altering races before and therefor this has to be good.

-a new texture for the sharkbody. I know this works, coz the races uses different textures.

+ This is good. Lots of mods with altered textures.

-Abilities and powers are described in the other link.

 

Tell me if I am correct, and if this can be done, Vagrant0(or somebody else).

I Would really like to see somebody try this. I am sorry, but my skills are really limited, so I can't do anything myself :(

I'm learning as we speak, making a sword in milkshape, but how can I resize it to fit the oblivion hands?

How would this shark be able to see? Unless it's neck would curve at a 90 degree angle, the shark head would be pointing upwards.
