Special Weapons Level Up

I have been trying to learn how to mod this but just can't get it.

I am roleplaying a Vigilant of Stendarr and thought of an idea.

What if some items, only special ones, leveled up?

 

I will use the item I was trying to make for an example of what I mean.

 

You get the Mace of Righteous Mercy at a low level (1-10).

It simply has the same effect as a Silver Weapon and has a base damage of 12.

 

You get to level 15.

It records how many "abominations" have been killed with it (undead, werewolves, daedra). If 50 or more:

The mace gains a Turn Undead enchantment.

The mace now has a base damage of 16.

If you become an undead or werewolf, it ends up stuck at its level 1-10 form.

 

You get to level 20.

If "abominations" killed is 150 or more:

The mace now does extra damage to Daedra as well.

An appropriate base damage increase as well.

 

Level 30.

If "abominations" killed is 400 or more:

When blocking with the mace it does a similar effect to the Dawngaurd Rune Shield but to undead, werewolves, and daedra.

An appropriate base damage increase as well.

 

Level 40.

If "abominations" killed is 750 or more:

The aura from blocking slowly heals you and any non-"abomination" allies in it.

An apporopriate base damage increase as well.

 

And so on for other levels.

Each needing more and more specific kills depending on what special weapon it is.

Each level increase of the weapon increase its base damage.

Each level increase gives it better enchants.

 

The purpose of this mod would be for roleplaying specific characters and getting a weapon that you would primarily use throughout your playthrough.

The required killings makes it so you actually have to use the weapon to get the upgraded versions, making it so it isn't entirely practical to use all the special weapons in game.

These special weapons also should end up being extremely strong for certain roleplays (the mace I mentioned would be perfect for a Vigilant of Stendarr roleplay) but horrible for others (the mace should be horrible for a necromancer, daedric cultist, or something similar).
