Dialogue issue: no interaction available

So I'm experiencing a rather game-breaking situation where part of Markarth, Solitude, Dragon Bridge, and Falkreath basically lack all manner of interaction. NPC's respond with the barest "what do you need?", "hmm?", "yes?" when activated, and none of their usual greetings or dialogue topics are available. Innkeepers, for example, while they still offer the question about learning more about magic as well as rumours until those options are exhausted, they do not vend, rent out beds, or talk about miscellania like why they named their inn after oversized rodents.

 

When they're needed in scripted behaviour, such as the Markarth assassination or the beheading in Solitude, the scenes will play but behaviour afterwards is erratic. Naturally, the issue breaks many quests which depend on these NPC's, including the Dawnguard Main Quest line (need inkeeper).

 

Anyone any idea what could cause this kind of glitch and what I could do to fix it? It's maddening and I cannot find any solution to it.

 

During troubleshooting I was unable to locate which mod or setting was causing this effect. It occurs in new games and reloads etcetera, even when I remove all the mods besides LaL from the left panel in Mod Organiser it was not fixed. When starting Vanilla skyrim from the .exe and Vanilla skse from the .exe in the Skyrim folder itself, however, everything was as it should be, meaning the issue is within the mod set-up somewhere. I also checked if any default AI packages were affected using xEdit and removed mods accordingly, but to no avail. I ran the modlist with default ini settings (currently they follow STEP), but again no improvement.
