Fallout 4 settlement colision broken

ok, so my fallout 4 setlement colision is messed up. everything sinks into the ground, and i straight up cant build in certain areas, such as the kingsport lighthouse and the castle interior. normally, it wouldnt be that much of a problem, but *spoiler* during the quest where you build the rrelay transmitter, the beam emitter glitches into the ground, so the stabalizer wont snap into it. any fixes?

Suggestions

 

1. Learn how to use spoiler.

2. Get Place Everywhere.

3. Stop using scrap mods that allow you to scrap everything if you are unable to place things on floors. Or use the fixes provided with such mods.
