First...

Second, I'm not entirely familiar with the world, but something that large would run into problems since the maximum size of any worldspace is fairly small, so any sort of large landmass would have to be broken up into pieces. There are probably a number of other things which just wouldn't work in Oblivion, as well as those things that may work, but not in any reasonable way.

Realistically, your best bet would be to try to stick with a small team, no more than 4-5 semi-skilled people, and only focus on one specific area within the realm. This is because the amount of work would be smaller, and trying to coordinate with alot of people would just be a management nightmare. When you come across things which those people cannot manage on their own (scripts, textures, meshes) only then do you look for people with those specific skills to lend some help to your already prepared mod. This is because most of those people have mods of their own that they're busy with, while they may not mind helping out someone else, it makes it less of a problem if things are prepared for their work the moment they're contacted. If asking for scripting, describe what you want done, and mention everything they could use to make it happen. If you're asking for retextures, provide the mesh, and describe how exactly you want it to look. If you're asking for meshes, provide source images from atleast 3 seperate angles with any details clearly shown, and make sure that what you want to do with the mesh is 100% possible and that the person making it is informed of what use it will have. Creature meshes, clothing meshes, armor meshes, new animations just won't happen, there aren't enough people who can actually do these, and those that can are usually overworked, and would only help out if they were personally interested in the project.

Additionally, you may need to contact the companies related to the series to get permission to use aspects of that world which they legally own. There was a LotR mod of some sort which was started, then legally shut down because these rights were not secured before starting.

Didn't say it was impossible, just not possible the way he intends to do it.

Essentially...

This site is for the team to save, load, and share files with other team members, and cannot be used for public download. If you are not a member of the team of artists and programmers on the Middle-earth Roleplaying Project you may not enter this site with our permission and will be breaking our agreement. We are artists with a common goal to recreate the world of J.R.R Tolkien in the Oblivion engine and DO NOT have to release any files to the public should it be found a violation of copyright laws. That however cannot stop the production. We take an Artist's Interpretation standpoint, and we do not differentiate ourselves from fan fiction authors, as well as digital, sketch, paint, acoustic, and/or any other artists inspired by Tolkien's awesome world. We desire to make paintings such as those of John Howe, Alan Lee, and Ted Nasmith, but in 3d, and if that is a violation of copyright laws, and we cannot share these files, we are terribly sorry. Maybe our art will be available for public display and use one day, but until that day comes, you will have to settle for Screenshots, save only that those also break any copyright laws. Again, we are 3d artists.

Or atleast the various limitations would also pertain to any work along these lines. Which is why you should adopt something which maybe only features some aspects of that world and rely more on things which are not the intellectual property of anyone but yourself.
