Well, I'd assume there's some sort of problem with data4.cab, but I could be wrong. :P

Seriously though, my best guess is that there's something wrong with the disk. However, I'm just guessing. I would have no idea how to fix that. You may need a new disk.

I would agree that it's probably a problem with your disk, though I'm just guessing too. I can't think what else it would be. Check the disk surface for scratches/smudges/blemishes and clean it following one of these guides if necessary. It may just be a bad disk with corrupted data on it of course, in which case you'd need to buy a new one, or return it if you can.
