You need program called an emulator in order to play them, though and I think you need to get a certain one depending on what system the games you are playing are on. An emulator is like a console simulator for the PC, a program that runs the ROMs. A ROM is like a virtual game cartridge that you can, in a sense, plug into the emulator and play. IMO, emulators and ROMs for older systems that are no longer available is alright. It keeps the classics alive (I would have never played Chrono Trigger without them! :D) but alas, 'tis still against the law if you don't own the original cartridges and console.
