Trouble with installing mods - data file

I have installed Fallout 3 off of the Steam browser, and I have followed the steps in which to activate a mod. However, when I launch the pre-start menu (the one that you go to before starting the actual game), and click on "data files" to activate a mod, it doesn't read my data file in the fallout 3 game folder that has the mods in it. When I first installed the game, it didn't come with a data folder so I created my own. Why isn't it reading the data folder?

I followed these instructions: http://www.fallout3nexus.com/articles/article.php?id=43

I find it kinda weird that you have to create your own data folder. Your data folder should have tons of other folders in there like meshes, textures and the likes. I have a question for you can you locate your texture, meshes folder? when you load your data files is the Oblivion.esm in there?

Hmmm I don't have that anywhere, both the oblivion.esm & texture, meshes folder. I just have a "save" file, along with text documents that presumably are the programming for the game. Perhaps it is hidden? Of course, I also have files that the instructions told me to download but I didn't get those when I got the game

steam installs everything under its own steam install folder

so the directions you followed clearly point to the wrong folder structure

worse still

if you installed steam to the default directory

you will have never-ending UAC issues with any modded steam game.

start by moving your steam install outside of program files (or program files x86) -- instructions in the steam forum or ask the moderator bben46 - http://www.thenexusforums.com/index.php?/user/319600-bben46/

for the link)

then install your mods into the steam sub directory

hidden under steamapps - common - {game name} - and in this case - data
