At first I thought it was just a couple of specific uploaders, but it's pretty rampant. Something is very obviously broken here. (specifically, I was looking for heads, faces, races and hair replacers)I've noticed the same thing. As a File Admin, I cannot edit the uploaded or updated timestamps. I have asked Dark0ne if he plans on making some code changes to the admin tool to allow for this but even if he enabled that function today, it would take a LONG time fixing the problem. I would actually have to rely mainly on the community to help submit actual dates so I can quickly update them. Otherwise I would have to download each mod, open the archive and inspect the last modified datestamps on each file to get a "best guess" on what it really should be. Since it's Morrowind files, I probably wouldn't download every single mod just to fix timestamps all by myself. If Dark0ne changes the tool to allow updates AND the community helps out by clicking the "File a Report" link and telling me what the date should be, I will fix each and every file reported.
