LE is there a mod that makes magic users exceptionally rare?

i've always hated that seemingly everyone of every race that can jerk their dick can somehow summon an ethereal ball of fire from Magnus

 

is there a mod that removes low level/like 90% of spellcasters and basically makes them exceptionally rare besides the college, and perhaps adds only a few but makes them exceptionally powerful boss type characters, like wizards or powerful necromancers? i NEED this
