Why are guns, ammo, and good loot totally abundant?

So I'm going for a hardcore sort of game. The biggest problem I now face, is the fact that decent guns, ammo, and good loot are totally abundant. There's no scarcity to anything. It's a nuclear wasteland 200 years after the bombs dropped. I shouldn't find everything like I'm the first one to come across it.

 

I know Dust changes certain things regarding the abundance of loot in general. Is there a mod I could use for a non Dust playthrough that would make loot more scarce, and good guns harder to find?

Because democracy of NCR is back in vegas. It is the actual spirit of Fallout, where humanity, believe it or not, evolves back to a civilized society. They can make weapons, bullets, powder etc. without a lot of issues.

It's not a nuclear wasteland. It's the frontier of two fledgling nation states and the stage for the grand conflict between them. You said yourself that the war happened two hundred years ago. The first societies began to form less than a century after the war.

As said above. It's not a dead world, and beth's approach is terribly poor in that matter.

one of my favorite mods to use is a personal edit of this mod. It is a fantastic base, and if you have any ability to tweak it to your own preferences, it is a huge help.

 

I too like a world where ammo is a luxury most people don't have. somewhere in between "book of eli" and "the last of us", I found my happy new vegas.

Also don't forget that "only" a one digit number of bombs dropped on the Mojave,so it really isn't that much of a Wasteland.
