No. The answer is always going to be no.

Doesn't matter if someone releases a one-click program that does nothing but perfectly convert things from Fallout 3 to Fallout 4, we don't have permission to do it.

Permission? lol... have you been living under a rock or something because novody asks permission to make mods

If you put content taken straight from any game and upload it here on the Nexus, you will get banned and your mod will get taken down.

You can make your own 3d model of Mario or Master Chief or whatever character or armor or weapon you like, but you do not have the right to take a file from a copyrighted videogame.

I started learning on the fallout 3 geck and I was warned I wouldn't be able to use any of the stuff I made there but I was still kind of hoping. I need a new build your own vault tutorial

Probably when the Creation Kit is released.

People keep forgetting that the Creation Kit is not infarct released yet... It is in public beta.

now that the creation kit is here, is it possible for modders to import all the models, guns and animations and other mods from the preivious fallout games into fallout 4?

To answer the question in a way that addresses your meaning- it IS possible in the sense that the CK makes such a task EASIER to some degree.

But easier does NOT mean 'one click' as others have pointed out. More tools that 'understand' the engine and its datasets 'better' makes for easier modding of all sorts.

Expect to see aspects of the best mods from Skyrim and Fallout appear for FO4 as well (tho, truth be told, this has already largely happened courtesy of the excellent unofficial tools that appeared first).

But think- isn't it better to want brand new mods that can exploit the (faintly) improved engine of FO4, and more importantly exploit the fact that FO4 runs with more RAM and GPU resources? We can all agree that the use of much more powerful computers makes FO4- visually- a leap over the earlier games. So mods made for the earlier games are often too primitive to use as-is for FO4.
