Can't activate mods, even with NMM (latest version)

I logged in, ticked all the mods and even after reloading the game, they're never actually activated. Even using NMM and resetting archive invalidation, my mods simply won't activate. I have

bInvalidateOlderFiles=1

sResourceDataDirsFinal=

In my custom ini, and

[Launcher]

bEnableFileSelection=1

uLastAspectRatio=1

In my fallout4 prefs, I don't see what's wrong here or what's missing, but if anyone can help me out I'd appreciate it.

In the plugins.txt file do all entries have a * in front? It seems that everytime i install a mod I have to put the * back. Just a thought.
