As the title say I want to learn how to mod (fallout NV and 4) but I have no idea where to begin or what tools to use.

ANY help I can get I will gladly accept. I know i can look on youtube I'm just posting here as it never hurts to simple ask!

thanks for the help!

Modding new vegas is quite different from fallout 4. The most notable change is that fallout 4 has papyrus as its scripting language whereas new vegas does not. Skyrim is closer to fallout 4 than new vegas.

As for learning how to mod fallout 4 there is a stickied thread at the top of this sub forum with various tutorials. For absolute beginners I'd recommend giving this wiki a thorough reading. Look through the skyrim section first (even though it's for skyrim's creation kit, most of the information is still valid for fallout 4's creation kit) then look through the fallout 4 section.

Also, as a new modder, try not to bite off more than you can chew. I started off my modding experience with all these ideas for huge mod projects and never finished them because making a good quality mod of any size is a difficult task for people new to the scene, let alone a large mod.

That being said start with a very simple project like changing a texture, then try to change an armor piece's values or something alone those lines, then keep editing different things and work your way up to the harder stuff like quests scripting and cell edits.

Definitely start small if you have no prior experience. For people who are just starting to learn, I highly recommend beginning at interior cell design. This is because you will learn the search prefix codes for all of the static nifs as you get your first taste of designing areas for player exploration. Furthermore, as you get more adept at this process you will pick up additional skills such as figuring out basic scripts to trigger lights, sounds, traps, etc. Later on, should you wish to make use of your designs you can then learn how to create questlines to feature your work within.

A step up from interior cell design is exterior world design... which is in itself a basic form game creation. That having been said... I recommend starting with interior cells.
