To beat on this even further - Skyrim (and I would assume Fallout 4) really should not be run >60 FPS as the physics will come unglued. This is also true of the older Bethesda games as well. By default they enable vsync to alleviate this, however if you have a higher refresh rate set on your display it will sync to that, and can still cause problems (e.g. if you have a 120hz display). This is not true, however, of all games, and many titles will happily work on a >60hz display, assuming the underlying computer is capable of providing that frame-rate. More clarification of system specs is also going to be useful - how much memory does the machine have, what model processor does it have (there's a *huge* difference between an AMD FX-6300 and an Intel i7-5930k, for example), what operating system are you running, what kind of mods (and load order) is being run, and at what IQ settings, do you have drivers properly installed, etc Something else to keep in mind: if you've got some crazy high IQ settings enabled as global variables in the graphics drivers that can cause trouble, for example if you have 16x AA being forced on. So the good news is that you should be able to fix this without spending any money. I would say you need to re-optimize your settings. Have you run LOOT on your load order? Okay there are the usual questions. When did you last update your graphics drivers? Your PC tower isn't full of cat hair, stuffed into a cabinet surrounded by dirty laundry right? What resolution your monitor is set to for gaming. Also, while 4k texture packs are all the rage these days, IMO they are unnecessary. Just delete them and install the 2k versions. Have you been editing your Skyrim INI file? Setting values incorrectly could definitely cause this issue. Link to comment Share on other sites More sharing options...

obobski Posted May 10, 2016 Share Posted May 10, 2016 I agree with the suggestions to check and remove unused mods and such, but the CPU is also a significant bottleneck here - that's very likely where the stutter and hang-ups are coming from. AMD CPUs are pretty far behind the curve, performance wise, especially when it comes to single-thread/single-core performance, which is what games (especially somewhat older games, like Skyrim) really depend upon. The FX you have is going to be similar to a Core 2 or a Phenom in terms of its performance, and that's ultimately holding back the rest of the machine (e.g. the 980 Ti), especially with tons of big mods that want to run a lot of scripts and additional "stuff" in the game. WTF?!It'specause of the engine and Fallout 4 run on on Gamebryo which is DX9Your poor performance in Skyrim is partly due to the archaic engine it runs on. Gamebryo is DX9 and DX9 cannot thread on more than 2 cores.To compound the problem further the game is compiled with x87 which has not been supported on AMD CPU's since the A64 back in 2003.There's not much u can do there I'm afraid.... Fallout 4 tho was recompiled and updated to be compatible with DX11 so fully supports multithreading. Piledriver (your FX) doesn't excel in single threaded workloads. Multii is Ok tho. F04 is pretty hard on GPU's anyway plus it can eat a ton of RAM, particularly if the OS supports WDDM 2.0 (DX11.3) and have a lot of VRAM.Have a look at your commit charge, with 6GB VRAM it will be very high. Still, 16GB should be enough....
