Did they even have a WWII or WWI? So anyways Japan could have taken Hawaii.. And maybe its just me but I don't see Hawaii as being a viable jump to Alaska. They are atleast several hundred miles apart. If not almost or over a thousand..I just don't see it working. I know nothing about history of microchips, but would the complete annihilation of the Japanese during WW2 explain the lack or slow development of micro circuitry giving way for 50s type technology to last over a hundred years? That might be possible, but I think the reason micro chips and such were not developed was because plastic wasn't being used much. Also in the 2077 war, Hawaii would be useless since it was a oil war. Hawaii would not be needed at all, and that leads me to believe it was simply left alone after WW2. Today the people on the island survive off of food and supplies coming in from the mainland by ship. Now think of how screwed they would be when the mainland suddenly stops shipping supplies. And then you have nuclear rain, and nuclear winter. And since its fallout the creatures should mutate in some horrific way. People living away from the bombs didn't die and were fine, its quite clear that in the fallout universe you need to be pretty close to the bomb for it to effect you.
