Game turns black and white but only at certain angles

My game keeps turning black and white but only when looking at seemingly random directions. At first I thought it might be an issue with a lighting mod so I disabled anything I had that dealt with lights but nothing. Perhaps it had something to do with the new DLC but disabling that hasnt changed anything either. Ive also tried updating my video card drivers but that did nothing to fix this problem either. Googling around I know of the Recon Scope/Night vision bug as well as the 21:9 issues, but the solutions there didn't help me either. Ive thought maybe it could be an issue with God Rays or Shadow resolution, but lowering and raising them and everything inbetween hasn't solved it either.

My System specs are:

Windows 7 64-bit Service Pack 1

AMD FX 6300 (3.50 GHz)

8 GB RAM

GTX 960 2GB (ASUS brand)

 

I've never had this problem before, I started this play through May 11th. The lighting issues appeared May 18th when the DLC came out. Thank you for any solutions you can offer.
