Game Perfromance Issues (OWB/1.4)

My Fallout:NV used to run at 60+ frames per second on my PC with mods installed, now since OWB my game is stuttering, Low FPS (10-30), and im getting a grapical glitch on NPCs necks while they're talking I have tried several fixes and nothing seems to be helping.

 

My PC Specs are as Follows:

Windows 7 64bit

AMD Phenom II x4 Black Edition 3.4ghz

x2 Radeon 5770s Crossfire

8gb RAM DDR3
