Shameless self promotion here but check out my Arena armor replacers. They are built almost entirely from Vanilla meshes and even when I did the new textures I made sure they fit with the game world:

Also my big modding project that I am working on is pretty much your entire original request... It's an expanded Vanilla-gameplay world with hundreds and hundreds of enhancements and subtle tweaks to the world.

Integration requires a few other mods to be added - the Race Balancing Project and LAME are, while not 100% as per the vanilla game, worth considering as they don't lead to overpowered and/or game-breaking characters.

A few I'd recommend in this category are A Better Dark Brotherhood Sanctuary, Vaults of Cyrodill, A Brotherhood Renewed, and Shadowcrest Vineyard. On the techniocal side, I'd definitely suggest OBSE, Unofficial Oblivion Patch, and Darnified UI. They all make the game A LOT more enjoyable, but don't break or totally re-do anything.
