Blue...'thing' bug.

I just started getting this bug today. It only affects interiors and the blue things flicker around the screen when the player moves.

My system specs are in my sig.

 

I have tried every fix I can think of and none of it worked.

 

It seems to be a lighting problem but as I said, it's never happened before.

What are the temperatures, of your CPU and GPU? To me it looks like a weird bit of artifacting.

GPU is at 46 when gaming. I doubt it's overheating.

 

I reinstalled Fallout:NV and that didn't fix it.

OK, update:

In this image you will notice that the light only shows through gaps in the wall mesh

In the next two, I TCL'ed to get above the cell and I found that the entire area around it is pure white

Update: It's even doing it on a vanilla game.

Did you DL from Steam? If so try defragging or verifying integrity of game cache.

 

I had a problem with artifacts appearing that completely disappeared when I turned off antialiasing or HDR (or change it to Bloom) although the game looks pretty damn ugly without them...

 

On the other hand it could just be a corrupt save file.

Not the problem. It worked fine until today. Even Fallout 3 is doing it now.
